Summary: In section 2.3.3, the syntax for a network address in a
 flow specification is defined as:
 <address> ::= <carrier_protocol> ["=" <networkAddress> ":" <portList>]
 We feel that consideration should be given to changing the colon
 separator ":" to a semi-colon ";". The reason is that separating the
 host from the port number using a colon makes parsing IPv6 addresses
 from the flow specification more difficult.
