Since presumably one wants to track WHAT is being measured. e.g. if an Objective is to achieve more than 500k car rentals in 2007, then one would want to link to some sort of information/vocabulary item representing 'Annual car rentals for Eurent'. And a single number may be insufficient without a comparator e.g. another Objective might be 'The number of customer complaints for 2007 is less than 2% of rentals". A simple Date might be inadequate for Objectives such as "The time waiting in line for a rental must not exceed 15 minutes" Also one would expect to be able to link Assessments to the same sort of Item to be measured. Note that OMG has just issued an RFP for measurement and metrics (focused on software metrics for ADM but requiring submissions to be sufficiently generic).
