We need a usage statement like this:
Usage: Create a class and stereotype if <<PerformanceParameterSet>>. This Class will be associated with the Conforming Elements to which its instances apply.
Create attributes that specify the performance measurements that are to be performed
Create an instance of a the PerformanceParameterSet, and stereotype it <<PerformanceMeasurementSet>> this measurement set will have a PerformanceMeasurementPeriod that is one of Baseline, Target Actual.
Provide the slot values for each of the attributes specified in the PerformanceParamenter set for this performance period.
Do the same for the other two performance periods
Set the conformingElement property to the corresponding element to which the PerformanceParameterSet applies, and set the performanceMeasurements property in the element.
