      in the modified <definition>.)
 
   2. Remove [ <supports_token> <scoped_name> { ``,"" <scoped_name> }* ]
      from the <value_inheritance_spec> non-terminal move it to a new
      non-terminal, <value_supports_spec>.
 
   3. Change the definitions of <value_abs_dcl> and <value_header>, 
      replacing [ <value_inheritance_spec> ] by [ <value_inheritance
      _spec ] [ <value_supports_spec> ].
