Summary: With the MARTE metamodel it can not be specified to which element a 
MultiplicityElement refers. In this context, the multiplicityElement can 
not be attached to any element and thus cannot be used.

Resolution: MultiplicityElement has been modified in the context of the issue 13089.
Consequently, this issue becomes no more valid.
