Summary: Section 14.3.16 says “An InteractionOperand is contained in a CombinedFragment.”  Yet the abstract syntax figure 14.7 shows that an InteractionOperand may be contained by a CombinedFragment, or may (via inheritance) be owned by an InteractionOperand.   These are inconsistent and the specification should make clear which is correct.
