This issue is related to issue 16495, which addresses the need for better support for internationalized URIs (IRIs) and reworks the RDF profile with respect to how graphs, statements, and URIs/IRIs should be represented. The resolution for 13941 is addressed in the resolution of that issue (namely 16495).
