Issue 140: References orbos/96-02-03, which is quite out of date. Section 4.1.2,
"Strings and Wide Strings", of ptc/97-01-01 specifies the units used in specifying
lengths. I suggest closing this item as "resolved" (maybe also confirm with Ken).
