 The can_be_raised relationship should be modified by a constraint stating that the CorbaOperation and the 
 CorbaException be within the same scope.  It is not clear whether the meta-model contains enough 
 information to support formal expression of this constraint.
 
 Recommendations: Review the declaration of NameSpace and of its descendents to determine whether new 
 relationships need to be declared to describe the semantics of the CORBA namespace scoping rules. (See 
 issue 54).
