Rather they explain the structure of the SBVR model file in Clause 15.3 as an XML file containing a fact model population for an externally referenced SBVR XSD conceptual schema." The conceptual schema for interchange is the XSD, the facts are the XML content of the interchange file. The differences between them should be described and a transformation from one to the other defined. This would address two concerns: 1. Separation of the two different meanings of 'fact type' into different models 2.
