Summary: Section 8.5.3 states that a Dictionary is required to have a function that returns a unique id for any  use of the ‘same’ business element. However it’s not clear what ‘same’ means here – and this is key to the whole MDMI process. It would help if the operation signature and semantics were to be specified in MOF as part of the metamodel.
