It's not clear what part of the spec is being addressed. It's not clear what 

version of the spec was involved with the reference to section 17.7.1.   

The newest version June 1999 puts the text related to DII in section 1.27 

and 1.28.  The text is effectively the same as that used in the CORBA 2.1 

at Section 17.26 and 27.   Neither section says that an implementation 

must use the IR as the means to resolve DSI or DII requests.

Discussion - I don't know what this issue is addressing.  The
reference to
section 17.7.1 goes back to a version of the spec that I don't have.
The
newest version June 1999 puts the text related to DII in section 1.27
and
1.28.  The text is effectively the same as that used in the CORBA 2.1
at
Section 17.26 and 27.   By my reading neither section says that an
implementation must use the IR as the means to resolve DSI or DII
requests.
Because I can't see the problem and both the issue and the archive on
the
issue provide no detail I propose the issue be closed.
