This leads to imprecise references of particular subsections. Other specifications of OMG exhibit such an ongoing numbering. For example, Section 6.3.1 Test Architecture of the UTP spec contains two subsections "Arbiter" on the same hierarchy level, so that it is not clear how references to either of them should be distinguished.
