Most educated persons in this world (and to understand the SBVR specs you seem to have to belong to the 1% top educated people) know that the constitution of the US defines that it is a necessity that a president is born in the USA. So please do not use this derivable fact under the disguise of an asserted fact. A solution? Use the following: The US President Bill Clinton was born in the year 1946. In 1946 US President Bill Clinton was born. In the year denoted in the Christian year system as 1946 President Bill Clinton was born. I hope the proceduralists will give quality a chance.
