Summary: According to Table 8.5 the id of BaseElement is of type string, and since no cardinality is specified, the cardinality is assumed to be [1]. However, according to the corresponding text:
If the element is not currently referenced and is never intended to be referenced, the id MAY be omitted.

If the id can be omitted, then the cardinality should be [0..1].
