Summary: There is a mutual dependency between RDFWeb and RDFBase since, for example, RDFBase::URIReference owns a Property owningNamespace typed by RDFWeb::Namespace. I propose that the following properties are owned by the Association:

-          URIReference ::namespace

-          URIReference ::fragmentIdentifier

-          Triple::document

-          Triple::ontology
