You *always* want the statement. 2. I don't find any guarantee in terminological dictionary than all definitional rules (necessities) will be included. Therefore, I the definition of rulebook cannot be limited to behavioral elements of guidance. 3. I am unclear what other facts you are referring to? Things like categorizations, classifications, etc.?? If so, shouldn't those already be in a terminological dictionary? If not, the lead term should not be so styled. Also, if I look at the definition given for 'terminological dictionary' that definition indicates that a terminological dictionary is itself a "collection of representations" -- so the idea that a rulebook is a collection of representations that has additional collections of representations as part of its makeup seems like 'rulebook' is a special case (specialization) of 'terminological dictionary'. This whole area (of 'containers') needs a lot of work. Why would anyone think of a rulebook as a terminological dictionary plus other stuff. The sense of rulebook is almost just the opposite ... the eogs that govern the 'game', plus the sufficient definition of terms to make sense of the eogs.
