Discussion: 
One possible way is to make it able to define a hierarchical structure between
CRS instances. However, this is a difficult issue as violation on semantics shall
be considered carefully. Also, this will affect the original definition in ISO19111.
Thus, this shall rather be discussed in ISO TC/211 in the future.
