Summary: Increment and out of service milestones do not pair. For instance if you have two out of service milestones defined you cannot know which one is the right one for a concrete increment. I'm thinking about solving this issue by using milestone sequence relationship; however project sequence can be used for other purposes as well. The usage of it is somehow ambiguous, especially in a case like this.
