Majority of this issue is deferred to RTF. However, SACM rev 1 allows users to 'opt out'
of some of the prescribed subtypes in SAEM through the inclusion of a new general
evidence attribute. The corresponding changes will be made in related issue 16845. See
also related issue 16854.
