Summary: The requirements reads as "OPTIONS on HDR baseURL MUST return 200 status".


The implied requirement is the following which should be appended to this requirement:


If there is no HDR at the base URL, the server SHOULD return a 404 - Not found status code.

This would then be consistent with requirement in section 6.2.1 for the GET operation.
