Summary: According to the SMM spec, a RescaledMeasure can rescale from 0..* binary measures, and a RescaledMeasurement can rescale from 0..* binary measurements accordingly. 
This is strange however. It is unclear how rescaling is possible from more than 1 simultaneously. Seems that the multiplicity should be 1 instead of 0..*.

In a reaction to one of the other SMM issues, Larry Hines stated that this is indeed wrong. 


However, Alain Picard has stated this in a reaction, during discussion: "A dimensional measure can be rescaled in a number of way by having multiple rescaledMeasureRelationship.
A rescaled measure can be used to rescale one or more dimensional measure, as long as it is used in the proper context. This is what is being expressed. Often to simplify thing and avoid confusion, tools will not allow the user to do this since they might not understand the implication of changing a rescaled measure that affects multiple related dimensional measures. "
But sofar this is unclear to me. Alain might clarify further, or the multiplicity should be corrected.
