Summary: This hanging paragraph is but one example of the considerable amount of background and motivational text that occurs throughout the document.  Such material may be appropriate in an introductory textbook, but is out of place in a standard.  All such material should be removed from the body of the standard, leaving only detailed specification expressing requirements on implementers of products and other artefacts conforming to the standard .	Delete all explanatory and motivational material from the body of the standard.  Really useful elements may be moved to one or more informative annexes.
