The diagram doesn’t show this, it show a dependence on an instance, but not that this the return value of a particular operation. 

The relevant text, 11.4.4 Notation on page 213 says 
A usage dependency may relate an InstanceSpecification to a constructor for a Class,

The diagram doesn’t connect the instance to the constructor, just to the class.
