Summary: The FlowProperty stereotype can current be applied to any Property in SysML.  However, this leaves it open to applying the stereotype to Ports (inc. extensions of Ports) and Properties owned by non-Blocks.  This doesn't seem to match the intent of the specification so constraints need to be added
