Summary: Using a QosPolicy like DataRepresentationQosPolicy is breaking the abstraction between application and transport. This is fine if the application is managing its own transport, but not if the transport is implemented by some external service. We see no reason why this policy should be implemented as part of the XTypes specification as cleary it has no relationship to type extensibility.
