Summary: 7.1 refers to the RFP. There is no need for a specification to discuss its own history.  So, just say “Figure 1 shows …”, and “CVL is executable …”.  Also some of section 7 is written using the royal “we”: it would be better to write it all consistently in a passive voice

7.1 refers to the RFP. There is no need for a specification to discuss its own history.  So, just say .Figure 1 shows .., and .CVL is executable ...  Also some of section 7 is written using the royal .we.: it would be better to write it all consistently in a passive voice
