It appears that these are different two concepts that share the same name; the former seems to represent the termination of a Behavior whereas the latter specifies completion of one or more behaviors associated with a State (possibly one with multiple Regions). To avoid confusion between the two concepts, it would be useful to provide a clear specification of what is meant by a "completion event" in the CommonBehaviors semantics description. Also, it might be useful to choose a different name for this type of completion event to avoid confusion with the one in state machines (that particular term has been around since the original version of UML, so changing it would probably be more confusing).
