Summary: Summary: In order to work reliably over UDP, SFP needs magic numbers to
 distinguish Credit and StartReply messages. Also, to work properly
 over UDP, the fragment header must have a sequence number field
 to associate it with its correct Frame. This is because transports
 like UDP could potentially interleave fragments from different frames.
