Summary: Summary: I believe AssociationEnd needs an ownerScope attribute. How else could one
 model a static (as in Java) relationship? Currently, it appears to only be
 possible using an Attribute of Classifier.

Discussion: 
This issue is resolved in UML 2.0 where association end is represented as a
Property, which is a kind of StructuralFeature, which is a kind of Feature. Feature
has an isStatic attribute which allows the modeling of static attributes, including
association ends.
