If the table is correct you should probably remove that last paragraph completely as I think it makes sense to set ConnectionReliability at any level. Table 2-4 which summarizes which QoS properties apply to which objects indicates EventReliability can be applied to an EventChannel, or on a per-message basis. The proposed resolution is to modify the text to make it consistent with the table.
