Revised Text: In section 2.3.11 in Retrieval Methods add the following idl:
ExchangeRateCollection getAllExchangeRates() raises (FbcException);
At the end of the last paragraph in section 2.3.11 add the following text:
The getAllExchangeRates operation returns all exchange rate objects currently known to the system.
