Revised Text: Resolution:  Add precondition details in spec to cover any preconditions for the Currency value.  The string types are already covered in issue 2384.  The numericCode is covered in issue 2385

In section 2.3.6.1 after the void setRatioOfFractionToWhole(in short ratio) raises FbcException add this line of text:
ratio must be greater than or equal to one or an FbcException will be raised.
