Summary:  -ORBInitialRef appends a "/" before concatenating the initial
reference tokens. This is not necessary as the "/" can be part of the
ORBInitialRef value itself. Appending "/" arbitrarily restricts the form

and are being voted on as such, can we have formal
numbers assigned to them?
