Issue 3195: CORBA 2.3.1 missing text describing the response_expected field (interop)

Summary: When the response_flags text was added for GIOP 1.2 Request processing,
the old text for the GIOP 1.0 and 1.1 response_expected field was
removed.  Thus, the current documentation no longer completely describes
the GIOP 1.0 and 1.1 protocols.

Resolution: to close with revision
Revised Text: Add the following following text to the response_flags bullet item of section 15.4.2.1: 
" 
For GIOP 1.0 and 1.1 a response_expected value of true is treated like a response_flags value of \x03, and a response_expected
value of false is treated like a response_flags value of \x00. 
" 

Actions taken:
January 7, 2000: received issue
October 4, 2000: closed issue
