Summary: In the PSS draft, a production provides_dcl is used. The same
production name is also used in the draft Core spec (ptc/99-10-03),
where it means

<provides_dcl> ::= "provides" <interface_type> <identifier>

In the PSS draft, however, it is

<provides_dcl> ::= "provides" <abstract_storagehome_name>
                    <simple_declarator>;

Because of this conflict, one of the productions must be renamed.
