This principles has been transferred to the DSS proposal, but encoding is what ORBs are good for; a participant in distributed simulation should not explicitly handle it. Attribute type names will be listed in the FOM/SOM description and are mapped to RTI internal handles, but that does not help with generating or interpreting value encodings. As we already have a runtime type information packager (CORBA Any), we should use it and replace all occurences of "AttributeHandleValuePairSet" at least with "any", so a common coding scheme will be used. The same holds for HLA interaction parameters.
