As it turns out, this issue has been irrelevant for quite a while as a result of the adoption of issue XX6 by the Core RTF 2.3 in the addendum document http://www.omg.org/docs/ptc/98-08-04.html Actually, the editorial change had been initiated at some point by a Portability RTF apparently, but it was completed by the RTF 2.3. So I recommend that Issue 395 be closed with the annotation as above without going through the song and dance of having everyone vote on it, if there are no huge objections to this of course. Juergen, unless you see huge howls of protest, please close this issue.
