In IDL in Section 2 the raises clause has been left out. This is in 
contrast to the IDL in the appendix and is confusing.

Proposed Solution

In Chapter 2 operations where there is a conflict regarding the raises
clause with that of the IDL in appendix A, then Chapter 2 should have
the
raises clause added to reflect the same as the IDL in Appendix A.
