Summary: The File attributes for creation_time and mod_time are defined as strings.
Without better specification, this is not useful. The types of these 
attributes should be TimeBase::UtcT.
Resolution: The property types have been changed to TimeBase::UtcT.
Revised Text: Property table 3-1 FileSystemEntry Properties in Section 3.1.4 FileSystemEntry Interface
changed to reflect the correct time types.

The File attributes for creation_time and mod_time are defined as
strings.
Without better specification, this is not useful. The types of these 
attributes should be TimeBase::UtcT.
