The missing stereotype reference on ModelElement may be desirable. Unlike TaggedValue, which is owned by ModelElement, Stereotype is attached to ModelElement through a normal association. Therefore, it may be desirable that Stereotype knows (references) ModelElement, but not the other way around. In any case, I think we should be consistent with UML 1.4 (I can't tell what the spec says regarding this.)
