This is not true. Work composition in the SPEM metamodel is recursive
(subWork/parentWork), so any detail of decomposition is expressible with
the MM.
This sentence should be removed.

The group did not agree that this sentence should be deleted and rejected the issue on the grounds that the sentence is accurate as it stands.  However, consideration of issue 4673 may impact this decision.
