It's not human-readable and so should not be in the document but a separate
file.

Proposed resolution: delete Chapter 13 and refer to the separate file (which
will remain normative).

Revised Text: Delete chapter 13.  Create separate text files containing the DTD and the MOF XMI.  Get OMG document numbers. In section 1.5.2 replace the sentence "Chapter 13 of this specification describes the XMI DTD for the SPEM" by "OMG documents ptc/2002-05-05 and ptc/2002-05-06 contain the normative DTD and MOF XMI for the SPEM"
