Summary: Page 4.23 paragraph 5. UML 1.3 does not describe how to refer a Model Element with tagged values (I do not know if this will be included in UML 1.4). CASE tools have problems to maintain consistencies, when we use tagged value references. Modification names are not updated in the tagged values.
