Summary: When we use SAStep intern to the objects instances (like step DD1 in diagram Figure 40) we need to identify the message sequence, and define its order. The SAStep stereotype has not associated tagged values to do this. In UML 1.3 this is represented with the associations predecessor and activator of metaclass Message.

Actions have defined sequence in the UML model, so we don’t need to associate it to message, and Action Executions have an implied order..
