Summary: This paragraph mentions “value based scheduling”.  This phrase however, does not appear in following pages where tag – value pairs are defined for scheduling policies.  Is the “MaxizeAccruedUtility” policy meant to cover value based scheduling?  If so, I recommend the phrase “value based scheduling” be replaced with “utility-based scheduling”.
