While the use of the part name "_return" is confusing for the contents of CORBA.SystemExceptionMessage, it is not invalid. Changing anything in the corba namespace for this spec will have terrible backwards compatibility problems We should just keep the part name as "_return" in this one CORBA.SystemExceptionMessage.
