2) Exceptions to be thrown by (administrative) operations

There don't seem to be many specified exceptions to be
thrown by the various operations.  To point to one
relevant instance, the DomainAccessPolicy operation revoke_rights
doesn't specify exceptions to be thrown in the cases:
 a) no rights granted for that attribute
 b) some/all rights in the to-be-revoked RightsList are not actually
    granted for that attribute
