allow for growth or expressing other capacity models. This issue was

Recommendation
Is to change  from a enumeration type to string but keep the enumeration
list as well-define string values along with their meaning.

Discussion: 
During the RTF meetings and telephone conferences the RTF agreed that this issue needs to be further investigated. Thus, this issue is deferred to the next Deployment RTF.
