I don't think that any ballot that has been voted on should ever be changed by anyone. However, an appropriate explanation should be provided in the explanatory comment that is included for every change in the document. In any case, I don.t think you should change the ballot now that it has been voted on (you can ask Andrew about this for the FTF report, if you want to be sure). However, despite the incorrect reference in the resolution, it is pretty clear which paragraph is to be change. So I think you can just fix it appropriately in the doc.
